GitHub wins enterprise AI coding deals by turning Copilot into a line item expansion, not a new platform decision. Once a company already runs its repos, permissions, audit controls, and often CI workflows inside GitHub Enterprise Cloud, Copilot can be assigned org by org from the same billing and admin surface, with Business at $19 per user per month and Enterprise at $39, which is far easier than clearing a separate IDE vendor through security, procurement, and legal.

  • The practical advantage is workflow proximity. Copilot sits where enterprise teams already review pull requests, manage repos, and enforce policies, so adding AI feels like extending an existing developer stack. Cursor, by contrast, has to justify a new desktop tool, a new vendor review, and new data handling approvals.
  • GitHub also has packaging flexibility that reduces rollout risk. Enterprise admins can mix Copilot Business and Copilot Enterprise across organizations, and can upgrade existing Copilot Business deployments rather than replacing tooling. That makes land and expand inside a large company much easier than a full rip and replace motion.
  • This distribution edge shows up in market structure. Copilot was already at roughly $400M ARR in late 2024, versus Cursor at $65M ARR in November 2024, even as Cursor differentiated on deeper codebase understanding. The incumbent advantage is not just model quality, it is control of the system where enterprise developers already work.

Going forward, the contest shifts from who has the best autocomplete to who can bundle the best agent into the existing enterprise software factory. Standalone tools like Cursor can still break in by being meaningfully better for power users, but GitHub starts with the easier budget motion, the faster security path, and the native place to spread agent features across the whole engineering workflow.
