Gusto’s partner model turns payroll from a single product into a distribution hub for adjacent services. Once a small business runs payroll in Gusto, outside brokers and providers can plug into the same employee and pay data to sell health insurance, retirement, and other back office products without the business re entering everything. That lets Gusto widen selection fast, while Justworks captures more of the stack itself through its co employment model.

  • The practical difference is workflow. In Gusto, payroll data can feed third party products like 401(k), insurance, and finance tools through integrations, making Gusto an app store around the paycheck. In Justworks, payroll, benefits, compliance, and insurance are bundled inside one operator run system.
  • That ecosystem design gives Gusto more partner leverage. Payroll adjacent products need clean read and write access to pay stubs, deductions, reversals, and employee records. Guideline described payroll partnerships as a core distribution channel because integrated payroll data materially improves setup, compliance, and retention.
  • The tradeoff is economics and control. Justworks generates about 90% of revenue from insurance and benefits related billing, which shows how much value a vertically integrated PEO can keep in house, but at much lower gross margins. Gusto keeps a more software like model and can still attach new products through partnerships and selective native builds.

The market is moving toward hybrid models. Gusto is already pulling some high value categories closer to the core, including retirement through Guideline, while Rippling shows the other extreme of building more modules itself. Over time, the winning payroll platforms will look less like point tools and more like control planes that decide which adjacencies to own and which to distribute.
