European sovereign AI = Chinese AI
Jan-Erik Asplund
TL;DR: Europe’s ambition to build its own OpenAI is giving way to a sovereign AI industry built around running Chinese models on European servers & helping companies use AI while keeping their data & operations under local control. For more, check out our full reports and datasets on Mistral (dataset) & Cohere (dataset).

In our original sovereign AI report (March 2026), we looked at governments backing domestic AI companies to reduce dependence on American providers, with Mistral & Aleph Alpha among Europe’s candidates to build homegrown alternatives to OpenAI & Anthropic.
Key points via Sacra AI:
- Sovereign AI in terms of building national foundation models died in September 2026, as France’s Mistral replaced Mistral Medium 3.5 (April 2026) with Z.ai’s GLM-5.3 (China, August 2026) as the default model in Mistral Vibe (fka Le Chat), conceding its models had fallen behind and choosing a Chinese open-weights alternative it could run on its own GPUs while keeping all customer data in Europe. The Chinese labs are beginning to monetize this kind of international adoption, with Moonshot AI negotiating for up to 30% of Kimi-related revenue from American neoclouds & Z.ai signing revenue-sharing agreements with GLM hosts, while partners finance GPUs, operate inference & manage customer relationships.
- The sovereign AI opportunity has shifted from selling models to selling compute and regional compliance, with Mistral ($400M ARR in February 2026, up 1,850% YoY in 2025) raising $830M to buy 13,800 Nvidia GB300 GPUs for its first AI data center outside Paris, putting it in competition with other neoclouds like Nebius and Nscale to win European enterprises that need to keep their data in the EU. Multiyear contracts with companies like Microsoft and ASML to rent GPUs & run inference help finance the infrastructure, while Mistral’s deployment & integration services bring in European enterprises (SAP), governments (France, Luxembourg) & banks (HSBC, BNP Paribas) that want to put AI into production without sending sensitive data abroad.
- A rival to Mistral’s dominance in European sovereign AI is taking shape in Germany, with a pending merger between Canada's Cohere ($240M ARR in 2025, up 287% YoY) and Germany's Aleph Alpha creating a full-stack sovereign AI competitor with models & enterprise applications (Cohere), German enterprise AI integrator (Aleph Alpha), and German-controlled infrastructure (Schwarz Group). A similar strategy is playing out in the Middle East, where HUMAIN (Saudi Arabia) is pairing a massive domestic infrastructure buildout with Together AI’s inference software & global partners like xAI, while G42 (UAE) partnered with American chipmaker Cerebras to build its supercomputer cluster & train its Arabic LLM Jais.
