The key point is that payroll and HR software became the real gatekeepers of consumer financial data, which turned basic tasks like proving income or moving a paycheck into an integration problem. Unlike bank data, this information often sits inside employer run systems built for admins, not for employees to permission and share. That made companies like Pinwheel and Finch valuable by turning scattered payroll records, pay stubs, deductions, and employment status into usable APIs.

  • Pinwheel goes after employee level access. A worker logs into ADP, Gusto, or another payroll app, then a bank or fintech can instantly read pay data or update direct deposit settings. That enables faster loan underwriting, earned wage access, and paycheck switching inside apps like Cash App or Credit Karma.
  • Finch goes after employer level access. Benefits providers, B2B fintechs, and HR software use Finch to read company wide payroll and HR records, then write deductions or contributions back into payroll. A 401(k) provider, for example, can enroll employees and move contributions without CSV files and manual ops teams.
  • The walled garden exists because the market is deeply fragmented and technically old. Finch describes roughly 6,000 HR and payroll systems in the U.S., many still moving sensitive data through CSVs, SFTP, and file feeds. Even large vendors often contain many separate underlying systems, so one partnership does not mean one clean connection.

Going forward, the winners in payroll infrastructure will be the companies that turn raw access into higher value workflows. The connector itself gets less differentiated over time. The durable value comes from making payroll data actionable for underwriting, benefits enrollment, direct deposit switching, and other products that sit directly in the flow of money and employment.
