Cognition is moving from selling a coding agent to owning more of the work that happens before, around, and after code gets written. With Jira, Linear, Slack, Git hosting, CI/CD hooks, and the Windsurf IDE in the loop, Cognition can start from a ticket, turn it into code, answer review comments, and stay inside the team’s daily workflow. That makes each enterprise account worth more because the product can touch planning, implementation, review, and onboarding instead of just one coding task.

  • The product already has the plumbing for this expansion. Devin can take natural language tickets, work inside containerized environments, open pull requests, integrate with GitHub, GitLab, Bitbucket, Jira, Linear, and Slack, and connect to CI/CD through a REST API. That is the basic scaffold for turning project management events into completed engineering work.
  • Windsurf matters because it gives Cognition the editor where developers actually inspect, edit, and ship code. That turns Cognition from a tool that hands work back to another IDE into a more vertically integrated workflow, similar to how Replit tied its agent to its own IDE and deployment stack, and how Cursor expanded from autocomplete toward agent behavior inside the editor.
  • The revenue logic is straightforward. Before buying Windsurf, Cognition had scaled Devin largely through self serve developers and small teams, then added Windsurf’s 350 plus enterprise accounts and $82M of ARR. Broader workflow coverage gives Cognition more reasons to land with one team and expand into adjacent seats, usage, and enterprise contracts.

The next step is for AI coding companies to become software development system companies. The winners will not just generate code, they will connect tickets, repos, reviews, testing, deployment, and team knowledge in one loop. Cognition now has the ingredients to push in that direction and raise both retention and spend per enterprise customer.
