TL;DR: As EU governments and regulated enterprises invest billions in sovereign AI to reduce dependence on US-hosted models, Paris-based Mistral has emerged as Europe's leading foundation model lab selling on-premise deployments to enterprises and governments across the continent. Sacra estimates Mistral hit $400M in ARR in January 2026, up ~20x year-over-year, raising a $2B Series C led by ASML at a $13.8B valuation. Key points via Sacra AI:

  • Founded in Paris in April 2023 by three ex-Google DeepMind & Meta AI researchers, pioneering European foundation model lab Mistral launched the first open-weight model (Mistral 7B) to hit near-parity with a proprietary frontier model (OpenAI’s GPT-3.5 Turbo) at a fraction of the inference cost. While OpenAI and Anthropic’s LLMs trained predominantly on English-language web data & therefore excelled on English language requests, Mistral trained models specifically to be multilingual across European & Asian languages with designs to build the “LLM for the rest of the world”, surpassing 100M downloads on Hugging Face, 150,000 developers on its developer platform “La Plateforme”, and 1M users on its ChatGPT competitor “Le Chat” ($14/month Pro, $25/month Team) by mid-2024.
  • After China’s DeepSeek launched V3 (December 2024) and R1 (January 2025), making it the AI lab with both the cheapest & highest-intelligence open source models, Mistral shifted from winning as an open-source model lab to an enterprise platform selling private model deployments, tooling, and implementation support on-prem with a Europe, Asia & rest-of-the-world-focused go-to-market for financial services firms (HSBC, BNP Paribas), industrial conglomerates (TotalEnergies, Stellantis), and shipping & logistics companies (CMA CGM). Sacra estimates Mistral hit $400M in ARR in January 2026, up 20x from ~$20M a year prior, valued at $13.8B for a ~34x revenue multiple—compared to OpenAI at $20B annualized revenue as of 2025, up 233% YoY, valued at $500B for a 25x multiple, Anthropic at $14B annualized revenue as of February 2026, up ~800% YoY, valued at $380B for a 27.1x multiple, and Cohere at $240M ARR in 2025, up 287% YoY, valued at $7B for a 29.2x multiple.
  • Mistral is now extending into a vertically-integrated sovereign cloud stack, launching Mistral Compute on the largest GPU cluster in Europe in partnership with Europe's CoreWeave, Fluidstack ($180M ARR), acquiring serverless deployment platform Koyeb, and bundling models, platform tooling, and dedicated European compute into a single sovereign stack for buyers that need their AI infrastructure fully outside both US & and Chinese control. While Mistral moves down the stack, it is competing for European contracts with the Canadian sovereign AI company Cohere ($240M ARR, up 287% YoY), which is integrating up from foundation models into app-layer enterprise workflows, launching its North agent platform (January 2025), opening a Paris office (September 2025), and deploying on customers' existing cloud infrastructure rather than building its own.
