The regulatory edge here is less about getting permission once, and more about turning one approved operating playbook into repeated launches across Europe. In the EU, drone rules are harmonized across EASA member states, operator registration is recognized across countries, and an authorization from the home authority can be used across the bloc with local notification. In the U.S., scalable package delivery still runs through Part 107 or Part 135 approvals and waivers while BVLOS remains in rulemaking, which slows network buildout market by market.

Manna has already built the operating template that matters most, a dense suburban hub in Dublin doing about 45,000 deliveries in 18 months, serving roughly 150,000 people with peak throughput above 50 deliveries per hour. Management frames regulation as the main choke point after that, because a proven site can be copied once approvals travel.

The EU framework matters because drone economics need BVLOS and multi aircraft supervision. Manna says its remote pilots can oversee up to 20 aircraft, and that it is profitable at the site level in Ireland. Under current FAA rules, package delivery beyond line of sight still depends on certificates, waivers, and local operating steps, which makes the same utilization math harder to reproduce quickly.

This is also why Finland matters strategically. Manna operates in Helsinki and says it flies in rain, snow, high winds, at night, and down to minus 20C. That gives it a concrete proof point for Nordic and Alpine markets, where weather can be a gating issue just as much as regulation. Competitors like Wing have described bad weather and nighttime operations as a next scaling challenge.
The next phase is a land grab for suburban Europe. If Manna can keep pairing one cross border regulatory base with repeatable high throughput hubs, it can move from being a local drone operator to a continent scale delivery network before the U.S. approval system fully catches up under the proposed BVLOS rule.
