Highland makes electrification a modular purchase, which weakens Zum’s best reason for asking a district to change operators. Instead of replacing the transportation stack all at once, a district can keep its current bus contractor and buy Highland for buses, chargers, depot construction, financing, and managed charging under a long term service contract. That turns electrification from a full stack wedge into a category many districts can source separately.

  • Highland’s model is built around Electrification-as-a-Service. It bundles vehicle procurement, charging infrastructure, construction, operations support, maintenance support, and V2G into a fixed annual fee, which removes the big upfront capital hurdle that often drives school district hesitation.
  • That puts Highland closer to an overlay than an operator. Zum sells routed school bus operations plus software and electrification, while Highland lets a district preserve its incumbent contractor relationship and just swap in an EV and charging partner. This is the cleanest way to copy the green part of Zum’s pitch without adopting the rest of its stack.
  • Incumbents are also closing the gap. First Student’s First Charge gives districts an in house electrification path through a large existing operator, while EPA Clean School Bus rules and guidance continue to support third party structures, including cases where rebate funds are passed through to third parties for eligible purchases.

The market is moving toward pick your layer competition. Zum can still win where districts want one accountable partner for operations, parent apps, routing, and EV rollout together. But as Highland and incumbent EV programs spread, Zum’s edge will depend less on being electric at all, and more on proving that integrated operations and software produce better service and lower total cost.
