In practice, a buyer gets court decisions, statutes, search indexes, evaluation data, local brand trust, and an installed base of lawyers already using the product. That matters more in civil law markets, where each country runs on its own legal corpus, language, and workflow norms.

Doctrine used this playbook in Spain by acquiring Maite.ai in February 2026, its fifth acquisition in three years and its formal entry into the market. Maite.ai had already built a Spanish law assistant used by more than 2,000 customers, which is much faster than starting with zero local content and zero distribution.

The bottleneck is not just software engineering. Legal AI needs country specific case law, legislation, taxonomies, and product tuning so answers match how local lawyers research, draft, and cite. Internal legal tech interviews also show European buyers care about local fit, data residency, and trust, which makes an acquired local product more credible on day one.

This also works for product expansion. A target can bring a new workflow, like litigation analytics, drafting, or AI copilot features, plus the underlying labeled data and user behavior that make those features useful. Doctrine's prior acquisitions in France and Germany show that buyers are assembling broader legal operating systems by stitching together specialized assets.
The next phase of European legal AI will look less like one product rolling out country by country, and more like a land grab for local datasets, niche workflows, and trusted distribution. Companies with cash can build a cross border footprint faster by buying the legal corpus and customer base that make a new market immediately usable.
