This turns Gusto from a payroll processor into a broader back office system for staying legally active as a business. Payroll compliance starts after a company is already set up in a state. Mosey moves Gusto further upstream, into the work of registering with state tax agencies, tracking renewal dates, and keeping local filings current, which lets Gusto own more of the checklist that founders and office managers usually juggle across government portals, accountants, and spreadsheets.1 2 3 4

  • Mosey’s product was built for the messy setup layer around employment and operations, including state and local registrations, filings, renewals, and monitoring obligations across all 50 states. That fills a clear gap next to payroll, where Gusto already calculates wages, withholds taxes, and files payroll forms after the employer accounts exist.2 3 4
  • The acquisition fits Gusto’s pattern of buying adjacent products that increase spend per SMB customer. Since 2021 it has added R&D tax via Ardius, payroll tax infrastructure via Symmetry, contractor payments via RemoteTeam, retirement via Guideline, and now business compliance via Mosey. At the same time, Gusto grew from 200K SMB customers in 2022 to 500K plus in 2025 and doubled ARPC versus 2022.1 4
  • This also sharpens Gusto’s positioning against broader bundles. Rippling offers PEO and EOR products where it becomes a co employer or employer and handles more compliance directly. Gusto has instead stayed focused on being the payroll system of record for SMBs, then layering on software and services around that core without becoming the employer itself. Mosey gives it more coverage without changing that model.4 5 6

The next step is a tighter loop where forming a new state footprint, hiring the first worker there, running payroll, offering benefits, and staying current on renewals all happen in one workflow. If Gusto executes, business compliance becomes another high attach product that raises retention and pushes the SMB payroll market further toward bundled back office suites.1 2 4
