This is less a product problem than a market access problem. In Europe, model quality only gets a vendor into the first meeting. Winning regulated buyers usually requires a local legal entity, clear data transfer posture, auditability, and infrastructure that can be kept inside approved jurisdictions. DeepSeek is exposed on all four, which means strong benchmarks do not automatically convert into bank, public sector, or healthcare contracts.1 2 3 4 5 6

  • Europe is already showing concrete enforcement, not just policy noise. Italy blocked DeepSeek in January 2025 after finding the companies were offering the service in Italy, and Berlin’s data protection authority notified Apple and Google on June 27, 2025 to review blocking the app in Germany over unlawful transfers of user data to China.2 3
  • The practical buyer response is to route spend toward sovereign or compliance wrapped alternatives. Mistral shifted from open model lab to selling private on premises deployments and implementation support to firms like HSBC, BNP Paribas, TotalEnergies, Stellantis, and CMA CGM, while Langdock grew by wrapping frontier models in EU data residency, audit logs, access controls, and no training guarantees.4 6 7
  • The AI Act raises the floor further. Providers of general purpose AI models placed on the EU market face transparency and copyright related obligations, and providers established outside the EU must appoint an authorized representative in the Union. That makes Europe easier for vendors built around compliance operations, and harder for vendors already under privacy scrutiny.5 8 9

The next step is a sharper split in the model market. European enterprises and governments will keep buying strong models, but more of that demand will flow through EU native vendors, local clouds, and control layers that let procurement teams check residency, logging, and legal accountability boxes before a single prompt is sent.4 5 6 7
