The key issue is that JetZero is not certifying a bigger or cleaner version of a known airliner, it is asking the FAA to certify a different cabin and structure logic under transport rules written around tube shaped fuselages. That pushes the program into special conditions, issue papers, and custom means of compliance for pressurization, evacuation, structural loads, and handling, which adds years of test and documentation work beyond a successful demonstrator flight.

FAA special conditions exist for cases where existing airworthiness rules are not adequate for a novel design feature. The FAA type certification order and current transport issues lists show this is a normal regulatory tool for unusual airplanes, but it also means the applicant must negotiate extra safety criteria instead of following a settled checklist.

The hard part is not only proving the aircraft flies. Part 25 evacuation guidance requires showing a full passenger load can get out fast enough, and a blended wing body changes door placement, aisle geometry, and how people move through a very wide cabin, which makes substantiation more involved than on a conventional single tube jet.

There is meaningful research history, but not a modern commercial certification template. NASA and Boeing flew the X-48 blended wing body as a subscale research aircraft to study stability, control, and operations, yet that program was experimental and military linked, not a Part 25 transport certification campaign for a pressurized passenger airliner.
Going forward, the certification path itself becomes part of the product. If JetZero can turn special conditions into an accepted playbook for a blended wing transport, it does more than clear one airplane, it creates the regulatory template that any later entrant in the category will likely follow.
