Enterprise data licenses turn Shovels from a prospecting tool into a system input that other products depend on. Instead of a person running searches, the customer gets full permit, contractor, property, and decisions tables pushed into its warehouse, where the data is joined with parcel, CRM, risk, or network planning data and used inside recurring workflows that are expensive to rebuild elsewhere.

The product shape is different from self serve. Shovels exposes exhaustive field level tables for permits and contractors, supports warehouse delivery, and documents monthly EDL refreshes, which makes the sale look more like infrastructure procurement than seat based SaaS.

That usually raises contract value because the buyer is not paying for a few users or a credit bucket. Pricing can expand with dataset breadth, geography, delivery method, and redistribution rights, which fits teams embedding the data into internal models or customer facing software.

The lock in comes from workflow embedding. Shovels data already sits inside ArcGIS through Esri, is enriched with parcel context through Regrid, and is used earlier in the project lifecycle through Decisions data, so replacing it would mean rewiring downstream maps, forecasts, and decision rules, not just swapping a dashboard.
The next step is deeper penetration into systems that make decisions automatically. As more customers use warehouse feeds for lending, utility build planning, insurance, and construction software, the winning vendor will be the one whose tables become the default substrate for the built world, not just the best search interface.
