A PEO with a direct carrier relationship can design a repeatable bundled offering, run enrollment inside the payroll product, and keep benefits, payroll taxes, workers comp, and HR admin in one workflow.

That matters most in the gap between Gusto style small business payroll and larger self managed benefits. Niural describes this as the point where a company has outgrown basic payroll, needs better benefits, but is not yet large enough to command enterprise style health pricing on its own. The Aetna master plan launched in April 2026 and became a key expansion lever for the PEO product.
