Base's gentailer model needs deregulation

Company Report
the gentailer model generating its strongest unit economics only works in deregulated markets with both retail choice and direct wholesale access

This is really a market structure claim, not just a product claim. Base works best where one company can both sign up the homeowner for power service and trade the battery fleet against wholesale prices, because that lets the same battery earn on the customer bill, on power price spreads, and on utility capacity contracts at once. ERCOT is unusually good for this because retail choice is broad and competitive retailers buy in the wholesale market directly.1 2 3

  • In Texas, most power customers can choose a Retail Electric Provider, and ERCOT describes those providers as buying electricity in the wholesale market and competing for customers with different plans. That is the basic plumbing Base needs to pair a fixed retail contract with battery dispatch.2 3
  • Illinois preserves part of the model, because residents in ComEd, Ameren, and MidAmerican territories can choose an Alternative Retail Electric Supplier. But wholesale participation is more layered. PJM uses a DER aggregator framework under FERC Order 2222, which adds registration, aggregation, and market rule complexity that ERCOT largely avoids.1 4 5
  • The difference shows up in the fallback model outside ERCOT. In regulated territories like El Paso, Base shifts from selling power to homeowners toward selling capacity to a utility partner, with the utility keeping customer control and dispatch rights. That removes two of the three richest revenue streams and makes payback depend much more on utility contract economics alone.3

Going forward, the map for expansion is likely to split in two. Deregulated retail choice markets such as Illinois can test whether the ERCOT playbook travels, while regulated territories push Base toward a utility vendor model with weaker but broader economics. The long term winner is the market where one battery can keep stacking the most revenue layers.1 3 4 5
