OpenAI is trying to become a default intelligence layer, not a replacement operating system. The Apple partnership shows the playbook. Keep iOS, Siri, and Apple’s privacy and device stack in place, then route the hard requests into ChatGPT inside system surfaces people already use. That gives OpenAI distribution on phones without the cost, carrier work, developer ecosystem burden, and hardware risk of launching its own mobile platform.

Apple has embedded ChatGPT into Siri, Writing Tools, visual intelligence, Image Playground, and Shortcuts. In practice, that means GPT shows up when a user is already typing, speaking, or using the camera, instead of asking them to open a separate app first.

This distribution path is much lighter than building a phone OS. A real mobile platform needs handset partners, app store economics, developer APIs, and years of user behavior change. OpenAI instead plugs into incumbents that already own the lock screen, default assistant, and app permissions.

The contrast with Perplexity is useful. Deutsche Telekom launched an AI phone and integrated Perplexity as the assistant layer, but even there the model company still relies on an existing carrier and device stack. The fastest path to ubiquity is partnership, not a new OS from scratch.
The next step is deeper handoff, more memory, and more action taking across system apps. If OpenAI keeps winning these embedded entry points, ChatGPT can become the service that sits behind email drafts, voice requests, search, scheduling, and app workflows across devices, which is far more valuable than owning a standalone chatbot icon.
