European spend management is no longer a land grab, it is becoming a product depth and distribution fight. Pleo won its early position by getting cards and receipt capture into SMB workflows across 16 markets, but native rivals now attack from different angles. Spendesk is leaning into regulated financial services and procurement. Payhawk is winning larger, more complex finance teams with SAP and multi entity workflows. Ramp is entering through acquisition and infrastructure, not just sales hiring.

Pleo still has real installed base advantages. It serves more than 40,000 businesses, has 30 plus accounting partners, and is turning that footprint into Pleo Embedded so banks, fintechs, and vertical software can issue cards and show spend controls inside their own products.

The local challengers are not interchangeable. Spendesk has reached profitability and doubled spend under management after launching its payment institution. Payhawk is built for bigger finance orgs that need SAP posting, legal entity controls, and broader global payments. Moss is strongest in DACH with cards, invoices, procurement, and supplier payments.

U.S. entrants change the tempo of competition. Ramp bought Billhop on March 13, 2026 to get UK and EU payment infrastructure, which suggests Europe is hard to crack without local rails, licensing, and bank connectivity already in place.
The next phase favors the companies that can move from a card product to the finance system of record for everyday spend. That means deeper ERP links for larger customers, embedded distribution for SMB reach, and local payment infrastructure that lets U.S. players enter Europe faster without rebuilding the stack country by country.
