European sovereign AI = Chinese AI

A rival to Mistral’s dominance in European sovereign AI is taking shape in Germany

The Germany challenge to Mistral is not another model lab, it is a local distribution and infrastructure coalition built to win regulated buyers. Mistral already has scale with $400M ARR by February 2026 and its own European compute push, but the Cohere, Aleph Alpha, Schwarz combination puts credible enterprise software, German implementation capacity, and German controlled cloud in one package for banks, manufacturers, and public sector buyers that want one vendor to handle deployment inside Europe.1 2 3 4 5 6

  • Mistral moved beyond selling model access into a full stack offer. It runs European AI cloud infrastructure, supports on premises and regional deployments, and serves enterprises like Airbus, ASML, and HSBC across 20 countries. That makes it the incumbent sovereign AI vendor to beat in Europe.1 2 6
  • Cohere brings the missing model quality and enterprise product layer that Aleph Alpha lacked on its own. Cohere built its business around private deployments for regulated customers, where the software is installed in the customer environment and sold on multiyear contracts, rather than only through a public API.3 5 7
  • Schwarz Group is the key German ingredient. Aleph Alpha had already partnered with STACKIT in 2025 to deliver PHARIA AI as a service, Schwarz planned to deepen its investment in Aleph Alpha in January 2026, and the combined Cohere, Aleph Alpha company is set to deploy on STACKIT for sovereign cloud distribution.4 8 9 10

Going forward, European sovereign AI looks more like a contest between national stacks than standalone labs. Mistral has the early lead in France, while Germany is assembling its own answer around Cohere, Aleph Alpha, and Schwarz. The winners are likely to be the companies that combine strong models with local compute, procurement trust, and hands on enterprise deployment.1 4 6 10
