This is a move from selling finance software into owning a regulated slice of financial infrastructure. Ramp already uses treasury to sit inside the daily cash dashboard for finance teams, but a federally supervised trust bank would let it reach further into what companies do with idle cash and digital assets, while still relying on partner banks for the deposit and payments rails that trust banks typically do not provide.1 2 3 4 5

  • A national trust bank is not the same as becoming a full commercial bank. OCC guidance says trust banks are usually focused on fiduciary, custody, safekeeping, financial planning, and cash management, and many do not take insured deposits or make loans. That is why the model fits custody and investment administration better than core banking.4 5
  • Ramp has been explicit that its treasury expansion is built on partners. Existing research describes treasury as part of Ramp's attach motion from cards into bill pay, procurement, travel, and cash management, with investment features developed with Moment and banking products run through partner financial institutions rather than a bank owned by Ramp.1 2 3
  • The closest comparable is Mercury, which pursued a national bank charter to own more of the banking stack, while firms like Bridge, Ripple, and Paxos have pursued trust structures tied to custody and digital asset infrastructure. That split shows the strategic choice, own deposits and lending economics, or own custody and fiduciary control while keeping bank partners beside you.2 6 7 8

If approval comes through, Ramp can turn treasury from a feature that helps park cash into a wedge for controlling higher value workflows around corporate investing, custody, and balance sheet operations. That would push it closer to the center of the CFO stack, and deepen the shift from interchange driven fintech into a broader finance operating system with regulated infrastructure underneath it.1 2 3 4
