This shifts Flock from selling gear to owning a city’s public safety budget line. Safe City turns a police tech stack that used to be bought tool by tool into one population based subscription, with cameras, audio detection, drones, dispatch, and command software under one contract. That matters because procurement gets simpler, refresh cycles are bundled in, and Flock can grow contract value far beyond its original $2,500 per camera product.

  • The product is structured to remove the normal municipal buying process bottleneck. Flock says Safe City gives cities every product up front under one contract and one invoice, then spreads payment over five to ten years with automatic hardware refreshes and software upgrades.
  • The bundle now spans the full workflow. Flock’s own Safe City materials group the offer into detect, investigate, and respond, using LPR, video, audio detection, drone video, 911 integrations, and FlockOS. Earlier research shows Raven, Aerodrome, and Flock911 were the pieces that expanded Flock beyond cameras.
  • This is also how Flock moves up against bigger incumbents. Instead of competing only with fixed license plate cameras, it now competes with the combined spend a city might split across Motorola, SoundThinking, Axon, and drone vendors. Internal estimates show that mix shift helped drive Flock from $285M ARR in 2024 to $500M by March 2026.

The next step is that citywide subscriptions become the main wedge for standardizing public safety software around one operating system. If Flock keeps converting single product customers into multi year population based contracts, revenue should become larger, stickier, and harder for point solution vendors to win back.
