Can capacity payments provide 4-year payback

Base Power

Company Report
Whether utility capacity payments alone can generate a ~4-year payback without retail margin or wholesale arbitrage remains the central unresolved question

This is the make or break question for Base outside Texas deregulation, because the utility only pays for avoided grid costs, not for a retail power contract or market trading upside. In El Paso, Base is effectively selling a managed fleet of home batteries as dispatchable capacity. That means the payback has to come from utility savings like peak reduction and deferred grid upgrades, which are real but usually thinner than stacking retail margin and wholesale arbitrage on top.1 2 3 4

  • El Paso Electric structured the program as a utility controlled pilot, not a consumer energy plan. The pilot targets 10 MW across roughly 400 homes, and the first 500 homeowners receive up to $500, or $250 per battery. That shows the battery economics are being underwritten by the utility as an infrastructure resource.1 2 3
  • Comparable utility programs suggest capacity payments alone are modest. Bandera Electric pays $50 per kW per year for enrolled battery capacity, and GVEC shares event payments tied to virtual power plant dispatch. Those models can create meaningful annual value, but on their own they do not obviously cover a full battery, installation, and maintenance stack in four years.5 6 7
  • That is why Base’s ERCOT model is structurally stronger. In deregulated Texas, the company can pair the battery with an electricity plan and capture value from how and when power is bought and sold. In regulated territory, that extra revenue layer disappears, so the home battery starts to look more like utility equipment placed on a customer site.4 8

Going forward, success in regulated markets will depend on proving that distributed batteries can be cheaper for utilities than building more wires, transformers, and peaker capacity. If Base can show that at El Paso scale, it has a template for selling batteries as grid infrastructure. If not, expansion outside ERCOT will stay pilot sized and utility led.1 3 8
