The cut from more than $2B to more than $500M shows that Groq’s bottleneck was not demand for fast AI inference, it was the physical work of standing up enough capacity to serve that demand. Groq makes money mainly by selling model access through GroqCloud, so revenue only appears when chips are installed, powered, and connected in live data centers. That turns growth into a construction and operations problem as much as a product problem.1 2 3 4

  • Investor materials showed the cloud business was still in buildout mode, with more than $40M of cloud revenue against more than $64M of cloud expenses in 2025. That helps explain why delayed capacity mattered so much, because every pushed out deployment deferred revenue while fixed operating costs were already running.1 4
  • Groq had real commercial pull beyond developer demos. In May 2025 it became the exclusive inference provider for Bell AI Fabric, a sovereign AI network that began with a 7 MW Groq facility and targeted six sites across Canada. Deals like that can be large, but they land on the income statement only as facilities come online.2 5 6
  • This is a common pattern for AI chip companies moving into cloud services. Cerebras followed the same path, shifting from selling hardware boxes to selling inference capacity as a recurring service. The upside is stickier revenue, but the tradeoff is that growth depends on financing, site readiness, and day to day data center execution, not just chip performance.7 8 4

The next phase is about whether Groq can convert hardware speed into reliable cloud supply at global scale. If new capacity comes online on schedule, revenue can step up quickly because the demand engine is already in place. That would move Groq from a promising chip story into a true inference utility with recurring, infrastructure-like revenue.3 4 8
