Deel turned contractor payments into EOR
Deel
Deel won by turning international hiring from a legal project and outsourcing engagement into a self serve software workflow. Before the new wave of global payroll startups, a company either set up a local entity country by country, hired through an employer of record that behaved more like a services firm, or sent contractor payments through tools that moved money but did not handle local labor law, tax forms, or benefits. Deel started with contractor payments, then used that wedge to expand into employer of record and payroll.1 2 3 4
- Building a foreign entity was slow because it meant opening a local company, registering for tax and payroll, hiring lawyers and accountants, and waiting months before the first employee could be onboarded. That worked for large enterprises with long time horizons, but it was a poor fit for startups that needed one engineer in Brazil or one sales rep in Germany right away.1 3
- Legacy employer of record providers like Globalization Partners and Velocity Global solved that setup problem, but the product was often delivered as a service layer, with spreadsheets, email, and local partners doing much of the work behind the scenes. That made the offering expensive and operationally heavy, which created room for a software first entrant with faster onboarding and cleaner workflows.2 4 5
- Sending money through PayPal or Wise covered only the payment step. It did not determine whether a worker should legally be treated as an employee, generate compliant local contracts, withhold taxes, or administer benefits. That gap is why contractor payments became the entry point, but not the full product. The real value sat in compliance and employment infrastructure wrapped around the payment.3 4
The market keeps moving toward a full stack labor platform where the winning product starts with cross border hiring, then pulls in payroll, HR, IT, benefits, and local compliance. As global hiring becomes normal rather than exceptional, the advantage shifts to the company that can make a hire in another country feel almost as easy as running domestic payroll.1 3 6
