EU Targeting TikTok Engagement Loops
ByteDance
Europe is targeting the exact engagement loops that make TikTok's ad machine work. Infinite scroll, autoplay, push alerts, and a highly personalized feed are not cosmetic features, they are the system that keeps users watching one more video and creates more chances to insert ads. If regulators force TikTok to weaken those loops in Europe, it risks lower session length, fewer ad impressions per user, and a measurable opening for rivals that depend less on recommendation intensity or monetize through search like behavior and commerce intent.1 2 3 5
- TikTok matters disproportionately to ByteDance's growth outside China. International revenue was about 25% of ByteDance revenue in 2024, and TikTok U.S. alone contributed an estimated $27B, or 69% of that international total, while TikTok Europe reached an estimated $6.3B in 2024. That makes any Europe product rewrite financially meaningful, even if it starts as a regional compliance change.1 2
- The mechanics under scrutiny are the same ones short video apps use to maximize watch time. A user opens TikTok and is dropped straight into a full screen video, the next clip loads instantly, notifications pull them back later, and the feed keeps adapting from every pause, swipe, and rewatch. Fewer auto loaded videos or weaker personalization usually means fewer total minutes and fewer ad slots sold.2 3 5
- The likely beneficiaries are platforms where user intent is less dependent on pure feed addiction. Xiaohongshu mixes social discovery with explicit shopping and search behavior, while Reddit organizes around communities and threads rather than nonstop full screen autoplay. Both can win marginal attention and advertiser budget if TikTok becomes less efficient at holding users in Europe.2 5 6 7
This is heading toward a split internet, where the most aggressive engagement design remains available in some markets but gets pared back in others. For ByteDance, that means rebuilding TikTok into a more compliance shaped product. For rivals, it creates a rare chance to gain share not by inventing a better feed, but by competing after the strongest feed mechanics have been dialed down.1 2 3 5
